Minutes of the Parish Council Meeting held at the Village Hall, Singleton
on 14 May 2015 at 7.45 pm

Present: – Cllrs Bailey (Chair), Gallagher (Vice Chair), Chew, Lee and Smith, and the Parish Clerk, Verena Henderson, who took the Minutes. Two members of the public also attended.

3. Minutes of Previous Meeting and any Matters Arising

The Minutes of the meeting held on 16 April 2015, having been previously circulated, were agreed as a true and correct record and duly signed by the Chairman.

Matters arising

Windy Harbour. A response had been received from EM Highway Services regarding heavy loads passing through Singleton Village. Windy Harbour is now fully open and all permanent traffic lights are working. Contractors will be present on site for a few more weeks to finish landscaping and some remedial works. They are to issue a press notification for the completion of works and have had the advanced information signs removed from the motorway and hope that things will start to settle down. The heavy traffic has improved but there are still a lot using Lodge Lane at rush hour. Hopefully the new 20mph limit will help.

Finger post and bin. The recent work in painting these has been complimented. A job well done and they look much better.

4. Open Forum

Question as to whether there is to be a first aid course for the village. When we have the defibrillator up and running the Red Cross have offered to run a course. It had previously come under North West Ambulance but there had been changes in personnel causing a delay in getting our defibrillator set up. Hopefully this has now been resolved and the Red Cross at Blackpool have offered to help. They are happy to do a course and we can facilitate it at the Village Hall if enough people express an interest. The Clerk took the contact details of the two residents who would be interested in attending and mention would be made in the next newsletter. Apparently when the defibrillator is working, it talks you through what to do, step by step.

5. Police and PACT Report – None

An email had been received from PC Robin Hardiman detailing yet more changes to the Police structure over the Fylde. The Parish Council were very disappointed about the lack of Police presence in the parish and the lack of an appointed Community Beat Manager we can contact. The Clerk was asked to invite Sgt Hill to the next meeting. Although crime in the area remained low, the actual figures have risen by 36%!

6. Traffic Issues

Windy Harbour has been covered in item 3.

The Parish Council would very much like to discuss the future plans for the A585 with Mark Menzies MP and the Clerk was asked to invite him to a meeting. Once a response is received from Mark Menzies MP and if he has agreed to come to a future meeting, we should write and invite County Councillor Paul Hayhurst and also Greenhalgh Parish Council who have similar concerns about the A585.

7. Correspondence

• Invitation received to a presentation regarding a solar powered installation being proposed. The presentation will take place at Staining Village hall on 21 May 2015. Noted.
• Notification received that there are to be changes in the way recycling centres accept demolition rubble. Anything over 10 bags will require a license. Normal household waste shouldn’t be affected. Some concerns, however, about the possible increase in fly-tipping by unscrupulous tradesmen and the Clerk was asked to make reference to this on the web site and draw people’s attention to the fact that it is the owner of the rubbish who is liable to prosecution if it is fly-tipped and can be traced back.
• The grass-cutting contract is up for renewal and PDQ Garden Contractors had quoted to continue the contract at the same cost as 2014/2015. The Parish Council was happy to accept this.
• Letter received from Janet Pawson inviting all members of the Parish Council to walk in the Gala, which takes place on 21st June. Cllr Chew would reply that all those available members would be happy to join the Gala on that day.

8. Planning Matters and Decisions

15/0295 Brook Cottage, Rear of Selcourt, Garstang Road, Singleton FY6 7SX – Propoed single storey rear extension following demolition of existing conservatory. No specific observations.

Decision
14/0659 – Woodlands, Lodge Lane, Singleton, FY6 8LT – 9 dwellinghouses – Granted.

Neighbourhood Planning update

The Clerk reported that no response had been received as yet to her letter to the Community Development Organisation in regards to the Neighbourhood Planning process being halted for the time being. The grant money had been intended to kick-start the process and this is what it had done and we now had a useful Steering Group to discuss any future contentious planning applications with. To continue with the process however, we would need much more significant funding.

Car Park

The Village Hall Committee had asked if the Parish Council would be willing to renew some of the signs, in particular the one advising that the car park is at the back of the hall. A number of people had driven passed, not realising the car park was there. Also, concerns were voiced about disabled parking and that this should be properly marked out. The councillors agreed to have a look at all the signage at the end of the meeting and consider any actions to be taken.

Also, it was suggested getting a more hard core from A J Scott. This was agreed.

11.
Defibrillator

As mentioned earlier in the minutes, hopefully now contact has been made and the Red Cross have offered their assistance, progress can now be made on installing this.

12. Accounts and Cheques to Pay

The Co-operative Bank had written about changes to the Community Banking account whereby no interest will be paid on balances under £25,000 after 25 June 2015. There would continue to be no charges on the account and a range of deposit accounts was available for any surplus funds. The Clerk would ask for details of these deposit accounts and report back.

• T A Pawson, Application of weedkiller to car park – £27.00. Proposed Cllr Gallagher, Seconded Cllr Bailey – Agreed
• Came & Company – Insurance – £667.67. Proposed Cllr Smith, Seconded Cllr Chew. Agreed.
• Clerk, Salary and Expenses for April/May 2015 – £271.89 – Proposed Cllr Gallagher, Seconded Cllr Chew. Agreed.

13. Any Other Business

• The SPID is currently being obscured by overhanging trees. Cllr Smith will cut off a branch.
• Two Romany caravans stayed overnight on Grange Road but left after 24 hours.
• Mains Lane road works. Cllr Chew has asked for bollards to be placed on the grass verge.
• Poolfoot Lane. The road sweeper has caused a deep rivet in the grass in front of one house and a lady fell over and threatened to sue the owner of the house. Cllr Chew took this up with United Utilities who immediately filled in the hole and planted grass seed. Nothing further has been heard from the injured lady.
• Could any items for the newsletter please be sent to Cllr Chew as soon as possible.
14. Date and Time of next meeting – 18 June 2015 at 7.15 pm. As there was no further business, the meeting closed at 9.00pm and everyone was thanked for their attendance.
