Minutes of the Parish Council Meeting held at the Village Hall, Singleton
on 27 August 2015 at 7.15 pm

Present: – Cllrs Bailey (Chair), Gallagher (Vice Chair), Chew, Lee and Smith, and the Parish Clerk, Verena Henderson, who took the Minutes.

2. Declaration of Interests – None

3. Minutes of Previous Meeting and any Matters Arising

The Minutes of the previous meeting held on 30 July 2015, having been previously circulated, were agreed as a true and correct record. Cllr Chew proposed they be accepted, Cllr Lee seconded this and it was agreed. The Chairman duly signed them.

Matters arising

• The resident on Shard Road, who had previously contacted Cllr Chew about concerns about near-accidents on Shard Road, had not contacted her since with any more information or evidence. County Councillor Paul Hayhurst had been alerted to this problem.
• The overgrown hedging causing an obstruction to a resident had been trimmed back.
• The hedges along Lodge Lane had been trimmed back by the Trust and this had made a great improvement. The narrowness of the footpath was still a problem, however, and it was wondered whether the hedge could be moved back? The Trust did however have plans for another footpath to run behind the hedge, and the Parish Council would be pleased to see these plans come to fruition.

5. Police and PACT Report

A crime alert had been received by the Chairman warning that stables and farm buildings were being targeted in the Staining and Weeton areas with many locks having been smashed.

The Rural Fylde Police Report had showed that 3 crimes had been recorded in the Singleton Parish. Criminal damage had occurred to a property on Mains Lane, a Refuse Collector had been bitten by a dog on Garstang Road and theft recorded of fuel from Singleton Crossroads Garage.

Two Police operations targeting motorists had taken place this month with prosecutions for speeding and use of mobile phones. Unfortunately we do not know the numbers of prosecutions but the Police presence was appreciated.

6. Traffic Issues

Problems with the 20mph speed restriction. Lancashire County Council had investigated the success of these reduced speed limits and had found that the number of accidents in some areas had increased. County Councillor Paul Hayhurst is still pursuing this, however, but it is becoming increasingly difficult.

More complaints of speeding motor cycles through the village on evenings and Sundays. Other parishes are complaining of this also. Number plates and times need to be recorded, which could be passed on to the Police.

8. Planning Matters and Decisions

15/0522 – Windy Harbour – Advertisement consent to display 1 non-illuminated boarding sign. This is a retrospective application, as the sign is already there. It measures 6 metres x 3 metres. The Parish Council considers it to be too big and too prominent. The Parish Council was not objecting to a sign in that locality, but wanted it to be reduced in size and for there to be a time limit imposed

15/0563 – Burtonwood Lodge, 109 Mains Lane, Singleton – Proposed erection of building providing equipment store, produce and packing and office for Horticultural Business following demolition of glass houses – No Specific Observations.

Planning Decisions

14/0627 – Bankfield Lodge, Pool Foot Lane, Singleton – Granted
15/0066 – Koi Pool Garden Centre, Mains Lane, Singleton – Granted.

District Parish Liaison Meeting – 17 September 2015

The Police Commissioner, Clive Grunshaw, is to attend this and councillors were urged to attend also, as well as the Clerk. The meeting commenced at 6.30 pm at the Town Hall, Lytham St. Annes. Apologies were received from Cllrs Bailey and Smith.

Car Park

Nothing has happened with the proposed improvements. The Clerk will chase up Andrew Scott.

The lampposts are to be painted as well as the bin.

As regards signage, the Village Hall had requested that a new sign telling people of the car park round the back should be obtained as soon as possible as many functions were taking place over the coming weeks and they wanted to stop people parking on the road. As regards the other signs, it was agreed to remove some of them and replace the wooden one with the words “Miller Park, Provided by Singleton Parish Council”. Cllr Gallagher will get a price for these and report back.

Cllr Chew will contact Andy Pawson about putting some weed killer down around the car park and also tackling Ragwort which is appearing in some hedgerows.

Defibrillator

The box is too heavy to attach to the Village Hall wall and therefore two posts and a metal plate are needed. There was a query over a new bill for the replacement box and Cllr Chew will look into this.

12. Accounts and Cheques to Pay

• The refund of v.a.t. paid during the financial year 2014/2015 had been received and this amounted to £2,541.01.
• Notification had been received that LCC had paid in a total of £468 towards our costs in grasscutting Lodge Lane Lay-By and the top of Pool Foot Lane.
Payments
• T.A. Pawson – mounting of SPID – £60. Proposed Cllr Gallagher, Seconded Cllr Smith. Agreed.
• Fylde BC – Recharge of Election costs – £35.00. Proposed Cllr Lee, Seconded Cllr Gallagher. Agreed.
• Clerk’s salary and expenses for July/August 2015 – £201.26. Proposed Cllr Lee, Seconded Cllr Smith. Agreed.

13. Any Other Business

• The signs at the Pumping Station on Pool Foot Lane are still greyed out with aerosol paint following the roadworks by United Utilities. These need to be reinstated.
• An increasing number of vehicles are parking at the top of Pool Foot Lane, some which don’t seem to have moved for several weeks.
• The grass verge on the opposite side of Garstang Road is still in a mess with deep rivets following traffic driving over the verges during the roadworks. EM Highways were looking at improving all the footpaths and verges on Mains Lane but this has not been okayed yet. It appears that the cost of this is far greater than originally envisaged.
• Concern was expressed about a breach of planning consent on Mains Lane, whereby fence panels had been removed to allow an exit onto Mains Lane at a dangerous point in the road. The Planning Enforcement Officer had been alerted.
• New Letterheads had been ordered but not received. The Clerk will chase these up.
• Finally, the Parish Council was saddened to hear of the recent death of Hannah Cummings Miller. Mrs Miller had been a Fylde Borough Councillor for 22 years and a former Mayor of the Borough, as well as serving on Singleton Parish Council for 16 years up until 2002. The Parish Council wished to send its condolences to the family.
