Minutes of the Parish Council Meeting held at the Village Hall, Singleton
on 6 September 2018 at 7.15 pm

Present: – Cllrs Lee (Chair), Gallagher and Smith, and the Parish Clerk, Verena Henderson, who took the Minutes. Fraser Monteath, Ranger at Fylde Borough Council, also joined the meeting for the first part.
1. Apologies were received from Cllrs Bailey (hospital appointment) and Cllr Chew who was attending another meeting at Fylde BC.

2. Open Forum

Fraser Monteath introduced Fylde Borough Council’s new Ranger Service whose aim is to promote, protect and improve Fylde’s coastal and green heritage and develop public appreciation of the natural environment. He handed out leaflets giving more details of the service and told the meeting that he is in charge of the North Fylde area, which includes Singleton parish. There are five rangers in total covering Fylde. The Ranger Service will be focusing on conservation projects and education and hope to enlist the support of volunteers in due course. Amongst events already held, they have conducted a walk around Singleton and future events include rambles, arts and crafts, Halloween and Christmas art projects at venues across Fylde leading up to December. Details of these will be put on the noticeboards. They are keen to work with schools and Cllr Lee undertook to advise Singleton Primary School about them and to promote them on Singleton Chat. Details about the Ranger Service can be found on the “Discover Fylde” website and on twitter @fylderangers.

The Ranger Service is still very much in the early stages and a lot more is planned for the future. Fraser Monteath would be happy to come to a future meeting of the Parish Council to advise on the progress of the Service. Mr Monteath was thanked for this information and duly left the meeting.

3. Minutes of Previous Meeting and any Matters Arising

The Minutes of the Meeting held on 28 June were signed as a true and correct record by Cllr Smith and the Minutes of the meeting held on 2 August, having been previously circulated, were signed as a true and correct record by Cllr Lee.

Matters Arising

Super SID: A full refund had been paid into the bank account for this faulty device, which had been back for repair on two occasions. The firm are to collect this. The problem was that it would not store the data. We now need to look for a replacement and Cllr Lee undertook to check on alternative devices and report back.

5. Planning Matters and Decisions

• 18/0670 – Gamekeepers Cottage, Mile Road, Singleton, FY6 8NG – Single and two storey extensions to rear with Juliet balcony to rear – The Parish Council has no specific observations to make on the proposal.
• 18/0666 and 18/0606 – Bankfield Lodge, Pool Foot Lane, Singleton FY6 8LZ – two applications to discharge details associated with conditions on planning permission 18/0082. Noted.

Planning Decisions

• 18/0358 – Land adjacent to Selcourt, Garstang Road, Singleton, FY6 7SX – Residential development of 9 dwellings … Withdrawn by applicant.
• 18/0504 – Greenways, 77 Mains Lane, Singleton FY6 7LD – Advice issued re drainage.
• 18/0505 – Woodlands, Station Road, Singleton, FY6 8LG – Two storey front and rear extension – Granted.
• 18/0291 – Newbrook, Old Mains Lane, Singleton FY6 7LA – Demolition of existing side extension and erection of new single storey side extension – Granted.

6. Police and PACT Report

The crime figures for Singleton for August were recorded as follows:-

• 7 cases of Anti-Social Behaviour
• 1 of Criminal Damage
• 4 of Violent Crime
• 1 of Theft and Handling
7. Traffic and Highway Issues

More instances of speeding traffic through the village noted including motorcycles.

8. Proposed new By-Pass

A revised proposal for Poulton junction had been circulated by Highways England. The new proposal included an improved crossing point for pedestrians and cyclists on the A585 Garstang Road East and removed the roundabout and replaced it with a traffic signal controlled crossroads as well as adding pedestrian crossings. There will be a further opportunity to comment on the changes and the scheme once they submit their application to the Planning Inspectorate later in the year.

9. Correspondence

• Information received from Fylde BC to say that a review of polling districts and polling places would commence on 1 October with any representations needing to be received by 31 October.
• Details received from Kirkham Town Council who will be commemorating the Centenary of World War 1 with a permanent arts installation in the Town’s Memorial Gardens featuring a waterfall of 500 individual poppies. A blessing of the installation will take place after the Remembrance Sunday Service at the Cenotaph on November 11th at 2pm.
• Email received from Mick Sumner, Operations Supervisor, Parks, Leisure & Cultural Services regarding the new play equipment recently installed on the Children’s Play Park. If we wanted this to be added to the current Service Level Agreement this would cost £513.68 for the remainder of the financial year. This was discussed and the fee was considered to be very high, especially as the equipment would be under guarantee for that period. If this figure couldn’t be lowered then Fylde BC would be asked to include this new equipment in their new quotation for the next financial year.

Meeting with Singleton Trust

Minutes from that meeting had been circulated by the Secretary of the Trust. It was noted that the Peace Garden Dedication Service would be held on Sunday 14 October and invitations will be sent out by the Trust.

11.
Planting tubs and new requirements

John Chew was asking permission to plant out the flower tubs once again. Some new tubs would be required to replace the ones which had gone rotten. This was proposed by Cllr Gallagher and Seconded by Cllr Smith and Agreed that Mr Chew should proceed as suggested.

12. Accounts and Invoices to Pay

• Mr Pawson – mounting older SPID – £30.00. Proposed Cllr Lee, Seconded Cllr Gallagher. Agreed.
• Mr S Butcher – Litter-picking – £162.00. Proposed Cllr Smith, Seconded Cllr Gallagher. Agreed.
• Clerk, Salary and Expenses for August and September – £256.14. Proposed Cllr Gallagher, Seconded Cllr Lee. Agreed.

13. Any Other Business

Complaints have been made about the number of signs appearing at the end of Poolfoot Lane. Some of these have been there for some time and now have been joined by a much larger free-standing sign right on the junction. Dave Pilkington, Planning Enforcement Officer at Fylde BC has undertaken to look into the matter.
