Minutes of the Parish Council Meeting held at the Village Hall, Singleton
on 27 June 2019 at 7.15 pm

Present: – Cllrs Lee (Chair), and Gallagher, and the Parish Clerk, Verena Henderson, who took the Minutes. Also present were a representative of Singleton Trust and two members of the public.
1. Apologies for Absence – None

2. Minutes of Previous Meeting and any Matters Arising

The Minutes of the previous meeting held on 30 May 2019, having been previously circulated and agreed, were signed as a true and correct copy by the Chairman.

3. Open Forum

Update from the Singleton Trust:

• In respect of 16 The Village, completion is imminent. Planning application has been submitted for the renovations but the front elevation is to remain the same. The Trust has retained ownership of part of the land which it is renting back to the new owners of the property.
• Cuadrilla is to commence work next month to put back the land on Grange Road to agricultural use. The work will be done by contractors and the Trust is working with them on it and maintaining control of the land.
• Worsicks Cottage is to have new windows and doors and all the Trust properties are to be upgraded as much as they can subject to tenants’ approval.
• Trust footpaths are now open and are being used again. It would appear that during their closure there has been an increase in people trespassing on other land. The Trust is to have a full discussion about any future closures.

Other matters:-

Rumours are circulating in the village about the possibility of the Miller Arms closing and the land being used for a housing development? The Parish Council is not aware of any plans being put forward.

5. Planning Matters and Decisions

19/0469 – 16 Station Road (The Village) Singleton, FY6 8LL – First Floor and single storey extensions to rear of dwellinghouse including erection of detached car port and shed in rear garden – No specific observations.

19/0465 – Land adjacent to Selcourt, Garstang Road, Singleton FY6 7SX – Erection of four dwellings with detached garages and associated infrastructure including modifications to existing access from Garstang Road. Resubmission of application 18/0358. The Parish Council notes that the number of houses has been reduced from the previous application and therefore has no objection as long as there is a restriction that no more dwellings can be built on this land.

19/0318 – Land North of Garstang Road at junction with Windy Harbour. The Chief Planning Officer has acknowledged receipt of the Parish Council’s comments and will be ensuring that any permission is for holiday use only and that there is a phasing for the development to ensure that it is not just the lodges that are developed if permission is granted. The Clerk was asked to stress with the officer that the Parish Council would like to see the hotel built within the first phase.

18/0541 – Linden Lea, 37 Mains Lane Singleton FY6 7LJ – Outline application for erection of one detached dwelling – an Appeal has been lodged regarding Fylde BC’s refusal of this planning permission and will be considered by the Planning Inspectorate.

6. Police Matters

A very large number recorded on the crime figures received from the Police for May and the Clerk was asked to confirm with them that these are the correct figures for Singleton Parish. The figures quote 103 calls to the control room in May for this parish.

7. Traffic and Highway Issues – None

8. Proposed new By-Pass

A letter received from the Planning Inspectorate dated 26 June included an examination timetable and advised of a site inspection on 2 July 2019. This had been circulated to councillors. Another letter received from Highways England advised of ground investigation work on land next to the A585 commencing on 1 July for approximately 8 weeks.

Some concern expressed that Barnfield Manor would be having a site inspection on 2 July and this would involve a number of large vehicles gaining access to the entrance, which residents were not happy about. Residents in Poulton and Stanah had now become equally concerned about how this by-pass was going to affect them. A photograph was produced of a roe deer seen very recently on land on which a dual carriageway is being proposed. Costs are increasing on this proposed road and are nearing the original cost for the Blue Route.

9. Update on SID

The Clerk had recently emailed Cty Councillor Paul Hayhurst to see if he could help with finding out LCC’s latest assessment of suitable machines.

12. Accounts and Invoices to Pay

The Annual return for the accounts for the 2018/2019 period had been sent off for the Official Audit and notices for the public to inspect the accounts had been put up on the 3 noticeboards and the website. The period of the inspection is from 17 June to 26 July. A balance sheet showing all receipts and payments for that period has also been displayed and was circulated at this meeting showing the total carried forward to 2019/2020 of £27,148.

Whilst the Parish Council is still not quorate, existing routine bills can still be paid and these were as follows:-

Mr T A Pawson – Mounting of SpID – £30.00
Mr J Chew – Planting out the summer tubs (this was agreed in April 2019) – £370.00
Clerk – Salary and expenses for May/June 2019 – £252.06
Fylde BC – Charges for Uncontested Election (Statutory payment) £100.00.

13. Any Other Business

The Chairman praised the walk led around Singleton by the Fylde BC Rangers, organised by Fraser Monteath. This had been attended by over 40 people with a nice mixed age range and had proved very popular. Fraser had obviously researched the history of Singleton and another Ranger was very knowledgeable about Horticulture. This had apparently been their most successful walk in Fylde to date and the Clerk was asked to pass on the Parish Council’s thanks for their work in this regard. Fraser also continues to work with the School, which continues to be well received.

As there was no further business, the meeting closed at 8.15pm.
